The 28-year-old has offered a solid veteran presence in his depth role, but not enough to justify rostering him in fantasy football. After all, he continues to operate behind Khalil Shakir, Amari Cooper, Keon Coleman, and Mack Hollins. Even if he's active this Sunday, Samuel, who has just 201 yards and one touchdown through 13 games, can be left on fantasy waivers.
