The Buccaneers signed Whitney to the practice squad Wednesday, Scott Smith of the team's official site reports.
Analysis: Whitney spent the offseason in Houston but wasn't able to make the final team, and he'll now get a chance to continue his development with Tampa Bay. The second-year wideout is still looking for an opportunity to make his NFL debut.
